Kuwait Announces for First Electronic Credit Information System
On January 25, 2000, Kuwait officially announced the establishment of an electronic system for exchanging consumer credit information. This pioneering step modernized the country’s financial landscape, laying the groundwork for structured credit reporting and risk management. The milestone marked the beginning of Kuwait’s journey toward greater financial transparency and accountability, ultimately leading to the creation of CINET.
Issuance of Law 2 of 2001 regarding Legal Framework for Credit Information Collection
On June 4, 2001, the Kuwait Credit Information Network Company (CINET) was officially incorporated
as a Kuwaiti closed
joint-stock company. This foundational moment transformed the vision of a national credit
information system into a
functioning institution. With its establishment, Kuwait took a decisive step toward modernizing
financial services,
creating an entity dedicated to transparency, responsible lending, and the advancement of the
nation’s credit ecosystem.
The State of Kuwait also enacted Law No. 2, officially establishing the framework for collecting and
centralizing
information on consumer loans and installment-based credit facilities. Published in the Kuwait Today
official gazette,
this law created the legal backbone for Kuwait’s credit information system. It marked the decisive
shift from concept to
law, ensuring that credit reporting would be anchored in transparency, regulation, and
accountability, a cornerstone in
the journey that would form CINET.
New Portfolios for Leasing and Additional Facilities
In 2010, CINET introduced new portfolios, including leasing and rent, to provide a more complete picture of credit activity in Kuwait. At the same time, a new system was launched for the Central Bank of Kuwait to improve the collection, management, and reporting of credit information. These steps strengthened CINET’s ability to deliver accurate and timely data, supporting better decision-making for lenders and reinforcing confidence in the nation’s credit system.
Launch of CINET’s First Brand Identity
In 2014, CINET unveiled its first official logo, marking a turning point in its corporate identity. Moving away from a visual resemblance to KNET, the new design reflected CINET’s independence and growing role as Kuwait’s dedicated credit bureau. This rebrand symbolizes maturity, recognition, and a stronger presence within the nation’s financial sector.
Issuance of Law 9 of 2019 regarding Credit Information Exchange
In 2019, CINET marked a major milestone with the approval of Law No. 9, which set the framework for regulating credit information in Kuwait. The company also launched a scoring pilot with selected subscribers to test new ways of measuring credit risk. In addition, CINET introduced the Self Enquiry service through its first marketing campaign, giving individuals easier access to their own credit information. These steps strengthened transparency, improved access to credit data, and laid the groundwork for a more modern and reliable credit system.
Issuance of Commercial Portfolio
In 2020, CINET expanded the data it collects by including the Commercial Portfolio. This addition provided a clearer view of business credit activity across Kuwait, helping banks and financial institutions better understand commercial borrowers. By broadening its coverage, CINET strengthened its role as a comprehensive and trusted source of credit information for both individuals and businesses.
Introduction of CINET Analytics Products
In 2021, CINET introduced new analytics services to provide deeper insights into credit data. These tools helped financial institutions better understand borrowing patterns, assess risks, and make more informed decisions. By turning data into actionable insights, CINET reinforced its role as a key partner in supporting responsible lending and a stronger, more transparent credit system in Kuwait.
Fraud Reporting & Dispute Services
In 2022, CINET introduced several new reporting services to protect and support its Subscribers. Fraud reporting was launched to help detect and prevent fraudulent activity. CINET also enhanced consumer support with a new dispute management system, allowing individuals to review and resolve issues with their credit information. These initiatives improved trust, security, and transparency across Kuwait’s credit system.
A New Identity & Promotion of Credit Literacy
In 2024, CINET expanded its data coverage with new data sets, including bounced cheques, giving financial institutions a clearer view of credit activity in Kuwait. The company expanded its workforce, leading to the move into its new HQ in Kuwait City’s latest development, The Assima Tower. CINET also launched a re-branding campaign, updating its image to reflect its modern, digital-focused approach. In addition, new data quality dashboards were introduced to improve accuracy and coordination between institutions. These developments strengthened CINET’s role as a trusted, reliable, and forward-looking source of credit information.
Mr. Score Campaign
In 2025, CINET launched Mr. Score' campaign, bringing credit scores to life through storytelling and character-driven engagement. By introducing Mr. Score as a relatable guide, CINET transformed credit literacy into an accessible, entertaining conversation. This milestone marked the evolution of CINET’s outreach, from raising awareness to embedding credit culture into everyday life in Kuwait.
“Buy Now, Pay Later” Portfolio and GCC Collaboration
In 2025, CINET continued to grow and innovate by adding new data sets, including Buy Now Pay Later (BNPL) and information from digital banks, giving a clearer picture of modern credit activity in Kuwait. On a regional level, CINET expanded collaboration across the GCC to support financial integration. Additionally, the new MOCI portal improved coordination with the Ministry of Commerce and Industry, making credit reporting faster and more accurate. These initiatives reinforced CINET’s role as a comprehensive, trusted, and forward-looking source of credit information.
The Credit Conference
In 2025, CINET hosted the Credit Conference, “Empowering Vision, Enabling Decision,” in Kuwait,
bringing together representatives from Arab central banks, credit bureaus and leading financial and
technology institutions across the region. The conference served as a platform for dialogue and
knowledge exchange on the latest developments in the credit industry, highlighting the role of data
and emerging technologies in enhancing financial decision-making and supporting financial stability.
The conference also featured a series of specialized panel discussions, including “Practical
Applications of Credit Bureau Data in the Real Estate Sector,” which brought together stakeholders
from the real estate, finance, and technology sectors, and a session on “Buy Now, Pay Later (BNPL),”
exploring the future of deferred payment solutions and their impact on consumer behavior and the
broader financial ecosystem. Participants also discussed the integration of telecommunications data
into credit assessment models to promote financial inclusion and improve the accuracy of credit
decisions.
